I just discovered that both the USB-C ports from my Envy laptop are defect. I brought the laptop to a diagnostics computer service and they told me the chip is defect, which they could not repair. Is there still a way to repair this (for example through the HP repair service)?

There are indeed PC and laptop repair shops that do repair down to the component level in every country.
You should use word of mouth through friends and relatives and search engines online to find one.
I am certain, from my personal experience living there, that there will be a shop that can do that in the Netherlands.
HP Service Centers would replace the complete system board.

That depends on where you live in the Netherlands. Amsterdam, Utrecht, Groningen?
Pick a large city closest to you and use Laptop Reparatie as keywords in Google.nl.
There are many competent shops in the Netherlands. Way more than here in the US.
I hope you can find a shop that happens to have x360 donor boards.
