Yea, it appears the port is bad if the UEFI diagnostics fail.
What device did you use to test the port with? Did you power down the laptop before running the test. If a USB port is hung due to a windows driver problem the laptop must be powered down, not just rebooted, to clear the problem driver.
USB ports have surge protection and shut down if a device draws too much power. Turning off the laptop clears the problem. A simple reboot of windows may not clear the USB port.
If you used a USB cable, some cables are only good for charging and do not allow data to be transferred. Some USB-C cables must be flipped over as they only work on one side.
If you used a USB flash drive to do the test then try the same test on another USB port or PC. You need to make sure the USB flash drive is good.
