My laptop came with a 3 pin power cord, but in my country we only have 2 pin electricity outlets, so is it safe to use 2 pin power cord instead of 3 pin or
use 3 pin to 2 pin converter
will this cause a damage to the laptop ?

Hi,
Yes, you can use a converter, it should have the third pin on the side I believe in your country.

Or you could replace only the cord part of the ac adapter

which you could probably find at your local electronics store.
