It's not the laptop that is the issue; more likely, it is the Browser.
If this is a new laptop, it is most likely running Windows 11 and the default Browser for that is MS Edge -- which is configured by MS to prevent you from doing LOTS of stuff -- so much so that I avoid using it at all.
Try using a different browser -- like Firefox or Opera or Vivaldi -- and see if those will allow you to do what you want to do.
