Many thanks for your help and guidance today.  I probably will roll back to windows 10 based upon all the tests and checks we have done today.

Hi,

I took you advice and down graded my laptop to windows 10 hoping Iwould have a working webcam.  No such luck.  

 

Now that I have windows 10 do you have suggestion I could try to reestablish a working webcam?

Thanks for reporting.

 

Sometimes Windows needs the latest camera driver for the camera to function well. While in the Device Manager, right-click on your camera "HP TrueVision HD Camera" and select Update Driver.  Then click Search Automatically for updated driver software. The latest driver is always available via Windows Update.

The version of windows 10 download isn't supported by HP.

The update driver didn't find anything either.

(2Download and install / update

If an error occurs continue with the next driver

(3) Restart Windows

(4) Test again

If camera still fails ...

 

Windows Device manager:

(1) On the Webcam Properties [driver] tab window, click button <Update Driver>....
(2) Select to <Browse my computer for driver software>.
(3) Click <Let me pick from a list of device drivers on my computer>.
(4) Remove the selection from <Show compatible hardware>.
(5) Select <Microsoft> in the Manufacturer field, and select <USB Video Device> in the Model field.
(6) Click <Next> to install the webcam driver.
(7) Allow the installation of the USB Video Device, and then click <Close>.
(8) After the device has been updated to USB Video Device, restart Windows

(9) --->>> Test webcam again
