The problem started after a windows and bios update, disconnecting and reconnecting the battery alters the bios in some way (im sure of it i just dont know the technical details, i think it has to do with the cmos chip). It seems the new bios update is faulty in this aspect with respect to previous ones, so HP should fix this issue soon on their next bios update.
If someone reading this tries the battery trick be aware, it takes a long time to POST and boot because the bios checksum is altered, so don't be alarmed. But i'd also disable the bitlocker thing on windows 11 (enabled by default on all new computers) right before trying to open the computer to disconnect and reconnect the battery because Bitlocker it likes to encrypt all your data when it detects the bios being altered in any way. I write this because if the encryption happens, and you dont have the key on hand (which for some ridiculous reason windows doesnt tell you unless you look for it) you practically LOOSE ALL YOUR DATA. If you think this process might be complicated then its probably best if you wait for the bios update to fix it.

I read this discussion and FIXED IT! I let my battery loose it's charge completely, until it shut off automatically. Plugged it back in and waited for 15 minutes, then turned it back on. Both toggle keys (camera, on/off) now work!!

Hi there, I had the same problem. Read about unplugging the battery - which seems to work - but I didn't want to open the back and fiddle with the innards unless it was absolutely necessary. Someone else mentioned that theirs had run out of battery and when they plugged the unit and turned it on the problem had resolved itself. So I let mine run out of juice completely and shut down. I then let it wait a few minutes, plugged it back in and turned the computer on. I tried the toggle key and VOILA! it works fine now.
Give it a shot.

Hi, I had the same problem and found an even more simple solution which does not require to open the device or to stress the battery.
Just shutdown the notebook and hold WIN+B keys while you power it on again and keep both keys pressed for some time. This will start a BIOS reset. After this reset was finished and the notebook restarted again the issue was solved in my case. So this is definetly a BIOS (update) issue.

I have the same issue, however the switch itself seems loose, and is very easily moveable to on/off for the camera, but it does not do anything. I am wondering if you saw the same issue and your switch was also very loose?
