Product: HP Spectre x360 16 inch 2-in-1 Laptop PC 16-f0000 (39R26AV)

Has anyone come across a problem running web apps which use webgl, and they show "no support in your browser".  I'm seeing this in chrome and unless I turn off HW acceleration in chrome system settings, webgl does not work nor does any web app using it.  It is definitely a gpu driver issue.  Why is this not working?
