Im thinking the KVM has something to do with this.

When I disconnected both HDMI from the KVM switch, I had both monitors, but no longer had a keyboard or mouse.

So I hooked up HDMI1 to KVM switch and HDMI2 directly to the Monitor.

I reset the laptop and back to one monitor.

 

I then repeated the experiment again and this time I only had one monitor when I bypassed the KVM switch.

The KVM switch is "CKL HDMI KVM 2 Port 4K 30Hz Dual Monitor Extended Display (CKL-922HUA)"

[RESLOVED again] I figured out the issue.

When you share across two screens, the laptop turns off the third screen.

I was sharing across 2 and 1. I thought they were the monitors in front of me.

Instead monitors 2 and 3 were in front and when I shared across 2 and 1, it shut off monitor 3.

Since I had the laptop facing the other way, I didn't realize that.
