Hi! I have an HP Omen 16-wd0013dx, Product Number: 7H1Z1UA#ABA and Serial Number: [edited]with a USB-C port on it. I want to know if the USB-C port that I have supports Displayport 1.4 Alt Mode. Do know that my USB-C port is not Thunderbolt. I want to know what specific port I have and whether I can get PD to the laptop or a display output from my discrete graphics card.

Hello ShananSM.
Since the manual covers both the full featured 16-WF and your system, the 16-WD omens, it's a bit of a mess. You can take a look at the Datasheet for your specific model that has the exact components and ports listed here: OMEN 16-wd0013dx.
Unfortunately the DP1.4 output from the USB-C port will use the Intel graphics and NOT the discrete NVIDIA one. The dGPU will be used when the display is connected to the HDMI port. You can see this relevant discussion: https://h30434.www3.hp.com/t5/Notebook-Video-Display-and-Touch/Usb-c-to-dp-1-4-alt-mode-not-working-.... To see what kind of resolutions the Intel Graphics will support you have to take a look at Intel's page for your CPU model: Intel® Core™ i5-13420H Processor. The GPU specifications list 7680 x 4320 @ 60Hz as the max resolution, meaning 8k@60Hz. I don't think DP can do 240Hz without DSC enabled, you should probably be able to do 4k@120Hz (3840 x 2160).
Whether you can enable DSC on the Intel graphics, or just how high the DP1.4 can go are difficult questions. You can use these two tables to get an idea: Table1 Table2
The only thing that's certain is that when gaming on an external monitor that's connected to the USB-C port, you will be using the least powerful GPU on your system.

Below is the link to the service manual for the model series:
Chapter 1, page 4 has the port specifications.
USB 3.2 Gen 1 Type-C®, left side, supports:
- Display Port 1.4 out up to 8 K @ 60 Hz and HDMI 1.4 out with adapter
- Power delivery (65 W/100 W input [20 V @ 5A and 20 V @ 3.25A])
- Data transfer
- HDMI 2.1 output up to 8 K @ 60 Hz with HDCP 2.2 with adapter capable of HDMI 2.1
- HP Sleep & Charge
Chapter 2 provides additional information such as the location of the port and what not.
