So I did the memory diagnostics on my Toshiba laptop, which is old. After I completed the diagnostics, the laptop was faster than even my new laptop, which is an HP. My Toshiba was able to start up and be logged in within 15 SECONDS! Will doing the same diagnostics to my HP laptop have the same effect?

Some extra information:
My HP laptop has 16GB of RAM installed, and the high memory use issue it had was fixed. However, the laptop is certainly still running slowly, slow enough to where the task manager sometimes becomes unresponsive and closes. How long will the memory diagnostics take if I do the extended tests, with default cache settings, and do 15 test passes? My Toshiba laptop opened most applications almost instantly after the memory diagnostics.

Usually running an extensive test can take 2 or more hours to complete.
Let's try to work on slow performance first:
Let's start off by updating BIOS and chipset drivers on your PC using HP support assistant and check if it helps.
Refer this article to know more information about using the HP support assistant. Click Here
1. Turn off the computer and wait five seconds.
2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
4. Press F10 to Save and Exit.
5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
6. Follow the prompts to restart your computer.
Also, I would suggest you enable Fast Start-Up on the system and check if it helps. To do this, follow the steps below.
1. Open Control Panel and go to Power Options.
2. Click/tap on the Choose what the power buttons do link on the left side.
3. Click/tap on the Change settings that are currently unavailable link at the top.
4. If prompted by UAC, then click/tap on Yes.
5. Ensure that Turn on Fast Startup is checked.
6. Restart the computer.
If the issue still persists after trying out the steps try the steps recommended below.
In Windows, search for Command Prompt. In the search results, right-click Command Prompt and select Run as administrator. Then click Yes.
In Command Prompt, type sfc /scannow. Make sure to include the space between sfc and the /.
Press Enter and wait while System File Checker scans for corrupted files.
When scanning is complete, the results are displayed on the screen.
If the file checker found and replaced any corrupted files, restart the computer and check the performance.
If the file checker did not find any corrupted files or found corrupted files but could not replace them, go to the next step.
If System File Checker finds corrupted files but cannot replace them, use the Deployment Image Servicing and Management (DISM) tool. DISM checks the corrupted files; then downloads and replaces the files using Windows Update.
In Windows, open a web browser.
NOTE:
You need to be connected to the Internet to use DISM.
In Windows, search for Command Prompt. In the search results, right-click Command Prompt and select Run as administrator. Then click Yes.
In Command Prompt, type dism.exe /Online /Cleanup-image /Restorehealth. Make sure to include the space before each / in the command line.
Press Enter and wait while DISM works. This might take several minutes.
If DISM finds corrupted files, it replaces them using Windows Update. If this occurs, after DISM is finished, restart your computer and see if the performance has improved.

Thank you for the tips! However, enabling the Fast Start-Up can be risky. I enabled it on my Toshiba, and that caused the laptop to be unable to boot. So I had to reset it, which now there is no screen that says to "press F2 to change BIOS". Will doing a hard factory reset bring the boot screen back? Also my HP laptop boots quickly, but it takes a little bit to log in and load applications...

Please try to attempt the other steps suggested in the previous post as this should help you in resolving the issue.
However, I would suggest you may try performing a clean boot.
From Start, search for msconfig.
Select System Configuration from the search results.
On the Services tab of the System Configuration dialog box, tap or click to select the Hide all Microsoft services check box, and then tap or click Disable all.
On the Startup tab of the System Configuration dialog box, tap or click Open Task Manager.
On the Startup tab in Task Manager, for each startup item, select the item and then click Disable.
Close Task Manager.
On the Startup tab of the System Configuration dialog box, tap or click OK, and then restart the computer.

Currently running the memory diagnostics on the old Toshiba laptop again... After I did a factory reset. I am doing 15 test passes of the extended tests with the cache settings set to "Default". As of now, the overall test status is 34% complete. It is currently on test pass 6, which is 21% complete.

Also, do you know which palmrest covers are compatible with an L755 Toshiba Satellite? The current palmrest is worn out, as one of the corners is broken... I've tried finding a black palmrest, as the darker color would make the laptop look better for longer... However, I keep finding used palmrests, which are more worn out than my current one. If possible, can I use a C650 palmrest? The layouts of both are very similar...
