You can buy at any good computer shops. Please go to Best Buy, they should have tons of them.

Welcome to our HP User Forum!
Your HP Notebook - 17-by0021cy, according to: https://support.hp.com/us-en/document/c06177257, and: https://partsurfer.hp.com/partsurfer?searchtext=5ED63UA, was originally fitted with the HP p/n: 762990-005 ("1.0TB SATA hard disk drive - 5,400 RPM, 7.0mm form factor - Raw drive, does not include hard drive bracket or screws").
You could purchase one here: https://www.ebay.com/itm/234622948984?hash=item36a09e1678:g:LfkAAOSwJY5izy67&amdata=enc%3AAQAHAAAAoM..., or you could purchase an equivalent non-HP HDD, such as this example: Western Digital 1TB WD Blue Mobile Hard Drive HDD - 5400 RPM, SATA 6 Gb/s, 128 MB Cache, 2.5" - WD10SPZX, such as seen here: https://www.amazon.com/Blue-1TB-Mobile-Hard-Drive/dp/B071F9MLJJ/ref=sr_1_3?crid=9GEKPQDZVEZW&keyword....
Please check if you need a 7mm to 9.5mm Adapter 2.5in HDD/SSD Laptop Hard Drive Spacer, such as this purchase example: https://www.amazon.com/ZRM-9-5mm-Adapter-Laptop-Spacer/dp/B08BY8HS9S/ref=sr_1_3?crid=24X2QOW5LSK44&k....
Of course, I have to ask you: why not switch over to a Solid State Drive (SSD), for speed and reliability? Or better yet, an M.2 NVMe SSD? (see page 16, #11: HP 17 Laptop PC Maintenance and Service Guide).
Hope this was helpful.
Kind Regards,
