Hi,
I think you are trying to install a 2.5" SATA3 drive in your machine.
The best idea would probably be to just upgrade the M2 PCIe NVMe SSD to a higher capacity one from your preferred brand. It might also be cheaper as you do not need any extra parts.
Example
and then reinstall the OS
now if you want to install a 2.5" drive you will need the cable and the board
Hard drive board part number L52024-001
Hard drive cable part number L52025-001
they are not available in HP store, so you could try your nearest HP service center or just find online

That is not even remotely like an answer to my question.
BTW I know how to swap an M.2 out already.
Others have used this nonHP part with some success, which still doesn't answer why the cable is not available from HP.

Apologies for jumping in unannounced.
@iomare Thanks for taking the time to explain the alternatives and the how-to.
HP carries a limited number of parts.
Our Community cannot know why HP does not carry particular parts for a particular project.
HP does not tell us why they carry "this" and not "that".
Opinion
In general, space, money, and management for housing parts costs money.
HP is not a full service parts house.
Current Events
In particular, even if the part would be generally available, that is, the part shows out of stock when you check the HP Parts Store , these parts might be sitting in a large cargo container stuck at the Suez Canal.
What to do?
Suggested:
Order the part by number from an online store in your region that has the part number in stock.

"Not Orderable" doesn't sound like it means hidden in a warehouse.
Additionally, I contacted my only local HP Authorized Repair Center (uBreakiFix) and they are not interested in the slightest in ordering any individual parts but they would love for me to bring my brand new computer into their store for an evaluation.
How they would order a not orderable part anyway, I am a little fuzzy on.
And this has been an issue on this part since at least 2019.
