Why is my HP Spectre laptop fan always high (just one app makes it high) even after I cleaned the fan from inside?
I paid $100 to have the fan cleaned from the inside. Yet the fan is very high, sometimes it has high heat cant even touch the vent holes.
Note the fans were replaced a year ago with brand new ones.
Mine is
16.0 GB (15.8 GB usable)
Intel(R) Core(TM) i7-8550U CPU @ 1.80GHz 1.99 GHz

You probably should have had the processor repasted with new thermal interface material at the same time.
That would make a big difference in the thermal profile that the BIOS sees..

What is the installed Operating system and which version of the BIOS is installed?

If you have Windows 11 installed, did this issue begin after the update to Windows 11 from Windows 10?
Your laptop has had an incredible number of BIOS update versions since 2017.
The versions start with 01.01.00 Rev.A and go all the way up to 01.26.00 Rev.A.
Have you ever cleaned the intake and output ports of the cooling system of your laptop?
You likely need to reset the embedded controller in your laptop's system board. It's firmware controls the fan speed.

- Unplug the AC power from the computer.
- Press and hold the power button for more than 12 seconds.
- Release the power button (after at least 12 seconds).
- The computer will power on and should boot normally after releasing the power button.
- Re-connect the AC power to the computer.
BIOS version 01.24.00 Rev.A was one of a few versions that updated the firmware of the embedded controller.
I will do a bit of reading and see if I can provide a method of resetting the embedded controller for your laptop.
