I've saw the competitors of the HP VICTUS 16 R7 5800H RX5500M having a lot more cpu performance than this one even tho the temperature of the cpu is fine it could clock a little higher

It has
- Base Clock : 3.2GHz
- Max. Boost Clock : Up to 4.4GHz
How do you measure it ?
Normally we won't run Max clock for a long period, this will kill machine in no time

No. He is saying you are using GPU performance to compare processor performance, as Banhien said, apples to oranges.
Find yourself a highly regarded processor benchmark utility and then run comparisons.
