Firstly the USB-C port on your machine is NOT a Thunderbolt port, it ONLY is a USB 3.2 Gen 1.0 Type-C® port; 5 Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge) port. You can see a compatible issue here.
The HP Thunderbolt Dock 280 W would be able to charge your machine, the HP Thunderbolt Dock 120 W is too weak for your machine which requires 200W charger. Your 120W dock may charge your machine when off.
