The keyboard and mouse work but not the attached display.

Unfortunately, you are asking about a Dell product.
Perhaps the Dell forum would be a better place to ask that. They would better know the requirements of the Dell docking station.
All you need to know is the specifications of the laptop ports you are using to connect to the Dell dock.
Your HP 15-dy5113dx laptop model series specifications. (see the ports section)

This may be the key to why it does not work. None of the USB ports present support graphics signal transfer like a Thunderbolt port would.
From the official specifications document
"USB 3.2 Gen 1.0 Type-A ports; 5 Gbps signaling rate (left side)"
"USB 3.2 Gen 1.0 Type-C port; 5 Gbps signaling rate (data transfer only; charging or external monitors not supported)"
