Will the power button work if the keyboard doesn't?

I bought an HP laptop used and the owner said that the only thing wrong with it is the keyboard. It turned on for a moment when I got it out of the box and then the battery died. After that, it wouldn't turn on anymore. I bought a new battery, a new HP certified charger and it still doesnt power on. The power light is blue whenever I plug it in, but pushing and holding down the power button does nothing. I dont believe it is the display (it just wouldn't make sense), can't be the charger, and can't be the battery.  Is there a chance that the keyboard doesnt work and that is making the power button not turn the laptop on? If not, then is the motherboard dead?

This looks like a boot issue, let's perform basic troubleshooting steps inorder to isolate the issue. 

Firstly, run Hard Reset: Follow steps from the link: (if the computer doesn't start up/power on you can skip the next step)

Next step, BIOS default: 

  1. Turn off the computer and wait five seconds.
  2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
  3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
  4. Press F10 to Save and Exit.
  5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
  6. Follow the prompts to restart your computer.
