I have an HP Pavilion 15-n273ea that was running Windows 8.1 perfectly well.
I performed a clean install of Windows 10 Home using the Win10 ISO file on a USB. The upgrade went well so I ran through the software updates to 22H2. After the restart all was good.
I checked for updates again. There were a few more and it began processing them, after which performance was seriously degraded.
I have managed to track down the particular item that is causing the trouble. During the installation of AMD display driver 27.20.1034.6 the screen brightness drops from maximum (which was a good sign), but at the same time the laptop becomes unusably slow. Cursor movement is jerky, tracking for a second and freezing for a second repeatedly.
Any advice would be greatly appreciated.

The problem is most likely caused by the non-HP AMD driver.
I believe that this is the only driver that you can install that will not cause the issues you are having with your notebook's performance.

If Windows tries to automatically update the graphics driver after you install the above driver (assuming that the driver solves the problem), you can run the Microsoft Hide Windows Update utility that I zipped up and attached below.
Run the utility. It will search for pending updates to install.
If the AMD graphics driver update shows up, check the box to hide the update.
The utility will run again and report the problem is 'Fixed."
Restart the PC and the driver should not reappear.
