When I upgraded my HP ENVY x360 to win11 I found that using Resource Monitor the Maximum Frequency was limited to 100% even when the Command Center Thermal Profile was set to Performance. This notebook has 4 independently clocked cores (8 CPUs) and using win 10 and doing heavy duty code compilations would often go to 181% clock speed (dropping to 135% as it heated up I think). Now it seems limited to 100% and that is my experience too; when compiling code it took much longer.
I worked with Microsoft and they could not help fix it. They helped me uninstall win11 and we reverted to win10.
I suspect that the HP Command Center Thermal Profile settings are no longer working for windows 11. Has anyone else had that experience?
