This same issue here. 2016 vintage Spectre X360 and been wrestling to try and track down the issue a bit better.
Observations:
1. The embedded laptop mouse / touchpad works fine when used without any wireless mice/track active.
2. When using and Ergo MX or the older Marble trackballs, connected via their proprietary dongle or directly with the Spectre's bluetooth, also works fine.
3. However, when I attempt to use BOTH at the same time or alternating (intentionally or accidentally) everything breaks. All of the same symptoms identified in previous notes appear and will NOT subside without a cold reboot. Keyboard does not cause any error, but if I make the mistake and brush my finger on the embedded trackpad, everything goes south.
4. I have tried removing (device manager) all drivers for mice/trackpad and letting windows re-install fresh. I have downloaded new Logitech drivers as well.
Problems still persists...

@markharris2000 I suggest you create a new user account and check if that works fine, if it does, you can delete the old account after you transfer the data to the new one,
If the new one doesn't work either, you may want to backup all important data and perform a system reset using the steps mentioned here.
