The initial spike/burst happens immediatelly after the power button is pushed, even before HP and HP Wolf Security logo is displayed. I also removed SSD from the laptop to avoid any interaction with Windows and the initial spike/burst is there also. I really think this is some HW/FW related issue.

if you think this is the problem, the best thing to do is to make use of the warranty.  My opinion differs from yours and I don't think I can help you.
