I have a Xeon E-2186M and it stays stable when using -70 mV undervolting. When undervolting it even more, the system shuts down without any warning occasionally. But every chip behaves differently.

With this undervolting and a max turbo ratio of 42, you can mostly limit the fan speed to a relatively quiet speed of about 2700 rpm using NoteBook FanControl. (Under heavy load, fans will of course ramp up to 4800 rpm. This is unavoidable with the poor cooling system.)

No, as AndreasK99, I prefer ThrottleStop, which is a very flexible and efficient tool that allows you granular control over all aspects related to performance and power consumption.

Also, Intel don't support all CPUs with their XTU application so it's sometimes a shot in the dark when installing and even updating whether they will add/remove support for the CPU. Throttlestop is a bit more daunting when you first open the app due to the number of numbers and settings but it's overall better as it gives you more control IMHO.

@Jmcoca if you are comfortable with doing some minor 'surgery', i would suggest you may want to try re-pasting the stock thermal compound on the CPU and GPU. I did this and it helped with the wild temperature swings.

I have also purchased some thermal pads and placed them between them on the heatsink/heatpipe assembly directly above the CPU so that in makes contact with the chassis when it's closed. this way the chassis becomes another heatsink.

@Andreas - I also bought a whole bunch of cooling pads - but didn't find the room for them to fit under the bottom cover!

(I was trying to keep the M.2 drives cool...)

In iddle state temperatures was about 95°C, now it is about 60°C(58-62).

Good fix, but HP MUST fix this problem in new BIOS update.

My notebook cost 1900€ without VAT in Finland, so it MUST work good without limitations.
