Since upgrading to Windows 10 last week. The laptop cannot charge on the docking staion or with the laptop cable.
Troubleshooting that I have done is upgrading the Bios to ver. 01.33. I have made sure that there were not any outdated software or drivers by using HP Image Assistant. I have also deleted the battery drivers, while unplugged the battery and doing a power cycling. Still cannot get the battery to charge. Before having Windows 10 I was able to charge the battery.

By notebook cable, what are you trying to describe? Is it the power adapter?
Being unable to charge your Zbook 17 G3 has nothing to do with the installation of Windows 10.
Charging the notebook's battery is a hardware level operation. It does not even require an OS to be installed.
You have not said, but I suppose I must imtimate that the ZBook powers on to the Windows login.
If that is the case I must also intimate that the power led comes on while the power adapter is plugged in.
Let me know if the previous two statements are the case.
If the previous two statements are the case, then chances are that the battery has failed. Most notebook owners get two to three years of service life from a notebook main battery before having to replace the battery.
At the following HP Diagnostics Micro-site, click on the computer issues tab and then the Battery and adapter issues button.

Yes I am referring to the power adapter. I know that it is a hardware operation. but the hardware has drivers as well that if not installed properly they will not be able to function properly. So my thought is maybe this could be the same case as with the battery possibly. But when uninstalling the driver for the battery and recycling the power there was no change.
The Zbook does power on to the Windows login. but the power led does not come on when the laptop is plugged in.

There are no drivers at the hardware level and no OS either. When the notebook is not powered on and the power adapter connected, there is only the charging circuit that is integrated into the systemboard which supplies current to the battery.
The power LED not lighting up when the power adapter is connected and no battery installed is quite unusual, but if the notebook still powers on and allows you to login, there is nothing wrong with the power adapter.
The greatets likelihood is that the battery has failed. The lack of the LED powering on could indicate a failure of part of the charging/power circuit of the systemboard.
You might consider performing
1) a hard reset.
2) a system test (HP PC Hardware Diagnostics)
