I have Insyde BIOS version F.28 on my HP laptop and I’m trying to access the advanced BIOS settings. The laptop is out of warranty, but every method I try either does nothing or just gives a continuous beep/tone. Is there any safe way to unlock or access the advanced BIOS menus on this version?

There is no safe, built-in key combination to unlock a hidden "Advanced" menu on an HP consumer laptop running Insyde BIOS version F.28.
 
HP hardcodes the firmware on their consumer laptops to completely omit or permanently lock out advanced tabs (like RAM timings or voltage adjustments). The continuous tones or beeps you are hearing happen because the keyboard buffer is overflowing from holding down unmapped hotkeys during boot.
 
If you want to troubleshoot this safely, you can try these hardware sequences or software alternatives:
 
1. Test Last-Resort Safe Combinations:
 
While modern Insyde F.x versions usually lock out these workarounds entirely, a few specific key sequences may (no guarantees) still work on select motherboard revisions:
 
  • The "A" Key Hold: Turn the laptop completely off. Press the power button, and immediately press and hold the A key while repeatedly tapping F10. Release A only after the BIOS screen loads.
  • The Boot Menu Route: Restart and repeatedly tap F9 to enter the boot device selection screen. Once there, press Ctrl + F1 simultaneously, release them, and immediately press F10.
  • The Fn+Tab Reset: Boot normally into your standard BIOS screen (F10). Once inside, press Fn + Tab exactly three (3) times. Save changes, exit, and reboot straight back into the BIOS.
 
2. Modify Settings via Windows Software (Safest Alternative) :
 
Rather than trying to open the BIOS, you can configure many hardware variables safely from within Windows:
 
  • For CPU Performance: Use official processor utilities like Intel Extreme Tuning Utility (XTU) or AMD Ryzen Master depending on your system's processor.
  • For Fan/Performance Curves: Download the HP Command Center or HP Palette software from the Microsoft Store, which safely bypasses the BIOS to toggle thermal and power profiles.
 
If you are trying to change a specific setting, let me know what hardware adjustment you are trying to make (e.g., enabling virtualization, changing dedicated VRAM, or fixing a boot loop). If I can, I may be able to provide an alternative workaround to achieve it.
