A few days ago a repairer came to repair my Laptop . I had two issues with my Laptop. One was for the loose hinges and second is that my Laptop's base is not in level from right side if put on the flat surface. He resolved the first issue by tightening the hinges. But after observing the second issue, he informed that this is a usual thing and also these Laptops are of light weight form right side and heavy from the left side, that's why this is happening and this is a usual thing. So, I want to ask you whatever the repairer informed me about my Laptop's second issue is right or wrong. Or he just said those things for eluding the work.

His explanation sounds odd to me.
If the laptop had a round bottom when it was purchased, one might (emphasis on might) expect that the computer was in the condition expected. That said, laptops are supposed to sit flat on the work surface.
Developing a rounded bottom is a possible indication of a bloated battery.
Since you had the computer opened to have the hinges tightened, this is not likely the cause since a bloated battery is something a competent technician would spot right away.
What if?
If the actual cause of the rounded bottom is indeed caused by a battery that is swollen, bloated, or otherwise misshapen, then tightening the hinges is a bad idea - doing so adds even more stress on the hinge assembly and the case.
Regardless, the solution is to have a different technician open the computer and inspect the components.
