My pc does not charge. It charges only when the power is off. I've got the pc checked by some experts and they all say it's a circut/hardware problem but not the battery.

It sounds like your issue might involve the internal charging circuitry of your laptop. When your laptop charges only when powered off, it often points to a problem with the power jack, charging circuit, or perhaps the power adapter. Here are a few steps you can consider:
 

Check the Power Adapter: Ensure that your power adapter is functioning properly. Sometimes, an incompatible or faulty adapter can cause charging issues.


Inspect the Power Port: Examine the power jack of your laptop for any visible damage or loose connections. Any dust or debris in the port can also cause charging issues.


Testing the Power Adapter: If possible, try using another compatible charger. If the problem persists with a different charger, the issue may be internal.


Update Your BIOS: Occasionally, issues can be resolved with a BIOS update. Visit Official HP® Support to check for any BIOS updates for your laptop model.


Check for Physical Damage: Look for any signs of physical damage or overheating near the charging board.
