My laptop's battery has a cycle count of 39 only yet battery health is at 61% which seems unusually low, what could be the reason and how can I resolve this. Sometimes is discharges quickly like a sudden drop and then recharges quickly as well and sometimes it works normally.

From what I have read, your laptop comes from the 2019 model year.
That would lead me to believe that the battery is between three and five years old. That would mean that the battery is out of warranty.
It is most likely that you need to replace the battery with a new HP compatible battery.

I suggest that you use Windows own Battery-Report utility to get a better understanding of the actual condition of your laptop's battery. Check the manufacture date of the battery.
Only use genuine HP batteries that have the HP part number and the HP logo on them.
Non-genuine (generic), ( i.e HT03XL) batteries are known to sometimes not work as expected because of their non standard programming of the internal BMS (battery management system) chip. If you read through threads in the forum related to problems after battery replacement you will see many members who have used generic batteries complaining that they are not working as expected.
