I am currently facing a similar issue with the HP Spectre x360. It tends to work and stop working from time to time and I am not sure of what it is causing the issue as I have tried most of the available solutions online. That includes turning certain features off in regards to the keyboard. And I have made sure it is not something physical stuck on the keys but instead it seems like it lags or takes some time to wake up.
Both of my shift keys need to be pressed more than three times in order for them to come back to life and start working. And in some cases it is just working fine or not at all which makes no sense at all as what is causing the problem. The only cause I can think of is one of the 1909 windows additional update during May but I am not sure.
