can i upgrade my dv7 4083cl Intel Core i5-450M processor to an Intel Core i7-720QM processor

Hi:

 

Unfortunately not.

 

If you look at chapter 3 of the service manual different motherboards are used for the dual core and quad core processors.

You can upgrade to the i5-580M.  See chapter 1 for the list of supported processors.
