Can I upgrade my EliteBook 845 g7 motherboard to a newer motherboard from a g8 or g9 with a newer APU? My 4650u is getting a bit weak for my needs especially the IGPU. Or are newer generation mobo's incompatible? If it's possible where can I find new mobo's and how much would one cost?

Yes, only one option which is for AMD Ryzen 7 PRO 4750U processor part # M22244-601. It would cost you an arm and a leg because you have top pay for (a) New motherboard, (b) New CPU and (c) New license for Windows and labor cost because all of them are on one piece of hardware called system board.
