can i upgrade my hp pavilion gaming laptop 15 ec2xxx, Gen 3 SSD to GEN 4 SSD

You can, but since your notebook's M.2 NVMe slot is only PCIe Gen 3.0, a Gen 4.0 SSD will not run at its maximum advertised read/write speeds.

 

This table shows the maximum transfer speeds each PCIe slot generation can provide:

So, if your intention to upgrade to a Gen 4 SSD to get faster read/write speeds, you will be limited to a max of 4.000 MBPS.
