I can find the user manual that says the HP Stream - 14-cb171wm has 4G memory installed (correct) but it doesn't sat what the max is and does not indicate 4GB is the max. The Laptop is running slow and I think my sister could probably improve it by moving to 8GB memory but i'm unable to confirm that is possible (and the replacement part to order to do that). Can anyone point me in the right direction here? I've spent at least 2 hours looking to no avail and the virtual assistant seems unable to answer the question directly. My sister is 3K miles away so I don't have access to the laptop myself.

Below is the link to the product specs for your notebook.
HP Stream - 14-cb171wm Product Specifications | HP® Support
Unfortunately, the service manual that HP linked to your notebook's support page is relatively useless in that it is for a different model series with different memory specifications.
The specs and the parts list for your notebook indicate that it comes with a 4 GB DDR4 memory chip.
Similar PC's with similar processors, have one memory slot and the slot will support 1 x 8 GB of DDR4-2400 memory for your notebook's processor.

Here is the Service Manual:
See p. 25...your model does have a memory slot and is occupied by a 4 gb DDR3L-1600 SO-DIMM. The Manual says 4 gb is the maximum. You can double check if that is true by running a command line inquiry as outlined here:

I suspect 4 gigs is the max, however.

Thanks so much for your help, Paul. Yes, the manual's lack of specificity stating the upgrade path (if one exists) was my conundrum exactly. I may just but the part you recommend and next time I visit my sister try to see if it will work. I really appreciate that you took time to review and advise me.

Hello Huffer and thank you for taking time to advise me. Yes, this is the manual I see online too but it doesn't say MAX, it just says it comes with 4GB (which I know). I think it is a failure of the documentation. I really appreciate the CMD you sent though so that is quite handy to have.
