How can I upgrade the disk space so thatb the latest windows 10 version 1607 update can be installed, I have removed all but the windows and program files and itb still wants almost 4 more gig to install. Can I run the windows operating system from an SD or USB device instead of the disk (C:)?

Allow me to welcome you to the HP forums!
Unfortunately, the Stream line, with only 32GB of disk storage, can present serious problems with Windows upgrades and updates.
Here are a couple of threads with steps you can take to recover some disk space:

Also, there have been reports that you can use an SD card as supplemental space for Windows Updates.
Unfortunately, you can not RUN Windows from an SD card or USB stick unless you have the special Enterprise WinToGo version.

Yes, you can update to 1607 using temporary space on a usb drive to complete the install. I did exactly that with my HP Stream 11 using an external Seagate hard drive. There was either an option during the the Windows update install or I entered FIX after it failed with not enough space (Can't remember) where it asked, or there was an option, to use external drive space to complete the install. Be warned that it actually needed more than the 4GB or so that it stated it needed; in my case it required 14GB of space. I was in the same exact boat as you, with only the OS on the onboard chip and only 4 or 5 GB of space left. In my case my applications were on an SD card. Supposedly you can also use a USB flash drive as well, and possibly the SD card, but I have not tried either as I had several external hard drives available at my disposal with a ton of space. Also, the final amount of space available on the onboard chip was about the same before and after the update was complete (That 14GB was only temporary space).

Ref Pic123 post This did not work for me because the upgrade still wanted about 4 GB more on theC: hard drive besides the external temporary memory. Removed all extra my apps and all my data files and cleaned up the winsxs folder and was then able to update, also removed the windows.old file folder thus giving me about 8.5 more GB of hard drive storage
