can we change the cpu of 15s-eq2143au laptop which has ryzen 3 5000 series with am4 socket

The processor is an integral part of the motherboard and cannot be upgraded.

Then will I be able to add new gpu to it like 3060 or something like that

No,  because the GPUs are also integral parts of the motherboard. 

When you buy a notebook, buy one you will be completely satisfied with because processors and graphics cannot be upgraded, and more and more notebooks nowadays are even coming with non-upgradeble memory.
