Apologies for jumping in unannounced.
After 1.5 years, 80% may be the best the battery can do.
If the battery passes the UEFI component test, it may help to calibrate the battery.

I doubt that the ME software is having an affect on your battery charge stuck at 80%. ??
If you would like to have another Expert look at the ME firmware update issue, please start a New Post, provide your product name and OS, ask your question(s).
Before making any changes to your system, always create a Restore Point!
- Document help: System Restore XP OR System Restore W7 OR System Restore W8-W10
- (How to) Create Restore Point
Stop all programs: Browsers, games, Applications, etc.
Control Panel > icon view > System > System Protection >
Click (Highlight) your main disk (C) > Select Create a Restore Point

In general, I would recommend that you first reinstall the chipset driver. The one in your Support pages is from 2015 - nonetheless, it may help "kick" the rest of the loads.
I did find an older version of the ME update that you can try -- it is not the latest version; it may install where the newer software would not do so.
Information files: sp82244.cva / sp82244.html
Software sp82244.exe
You might want to check your Software and Driver Support page for drivers dated "2018" (expand the list clicking the little box with a "plus sign" inside it and use Cntrl F to search).

In general, I believe the BIOS should be updated manually, by itself, and after other drivers / software are installed.
NOTE: Before you consider updating the BIOS, please back up your most critical files / folders to a location NOT on your computer. For example, back up to a USB drive, to your cloud, "somewhere" that you can access the data in the event that the BIOS update fails.
