Is it possible to connect 2 external monitors at the same time to a HP EliteBook 830 G8 Notebook (19C72AV)?
One via the HDMI port and another via the USB Thunderbolt 4 Type-C port to a monitor with DisplayPort connector.

That should work.
The USB Thunderbolt 4 Type-C port should work with a USB to DisplayPort adapter if the notebook truly has support for the Thunderbolt 4 specifications..
You can however, use a KVM switch to accomplish external dual display output.
