I tried to install 8GB of memory (2 * 4096MB PC10600 1333MHz Kingston CL9)

windows7 64-bit sees all 8 GB, but uses only 4
Service center employees claim that HP is blocking memory upgrade on this model

Specifications include: support for up to 8 GB DDR3 memory
who is right?

Technically the laptop is rated to run DDR3-1066 SO-DIMM. Usually, DDR3-1333 will downclock and most memory sellers now offer DDR3-1333 as compatible but in some cases particularly with Kingston Value RAM, the memory will not quite work right and a common sympton is only half of it is recognized.
