i bought recently the laptop when i plug in the charger , the area around the keyboard when i touche there is an electrical feeling , when i remove the charger it back to normal ...is it safe to continue using it ..

I recommend you perform the below steps to remove all excessive static on the device and the same should remove the electrical feeling that you get as well:

  1. Disconnect or remove all peripheral devices. Turn on the laptop, then test the computer by itself, and then reconnect one peripheral device at a time.
  2. Turn over the computer and look for a battery compartment door.

  3. Also, try with an alternate power cord or adapter and check if that works fine.

my laptop battary is fixed i cant remove it 

is there any options to remove this electricty

its only appear when i plug the charger in

@ayman7 As I've mentioned, use the link that reads - "reset a laptop with a sealed or non-removable battery" and that will guide you through the steps you need,
