Does the battery still charge?

no, but i dont think it is a hardware issue since the battery is brand new

The battery and the laptop have battery management chips that communicate on a single wire bus at the firmware level.

In your case, the battery and the laptop are not communicating, so no charging is happening.

There could be a failure of traces on the laptop's system board or components in the battery charging circuit.

That would be hardware failure.

Oh, is there any way to fix this? Also on the side there are 4 LEDs . They are:internet, power, battery and disk status. The battery led is blinking orange. Can this help in any way?

Have you checked in the Device Manager to see if there are there chipset drivers missing?

Have you tried using Windows update for hardware device drivers?

Considering that the laptop is around 12-13 years old I am not surprised that there would be driver and firmware issues.

HP stopped providing updated drivers as of Windows 8.

Your best bet would be to try the driver software from the Microsoft Update Catalog for the Intel Mobile  Express QM67 chipset and other devices. See the hyperlink I provided below.
Otherwise, you may just have to source a newer generation laptop.
