The Synaptics VFS7552 WBF device is Windows Hello compatible.
Did the error you are experiencing happen after a recent Windows update?
Have you entered the BIOS and the Device Manager to see if the device is enabled?
The HP EliteBook x360 1030 G3 laptop is from the 2018 model year.
I would not be surprised if the fingerprint sensor has reached its end of service life.
You should probably consider sourcing a more recent model laptop.
