You have two options:
1. From: http://support.hp.com/us-en/product/hp-pavilion-sleekbook-14-b000/5296230/drivers
your computer is certified by HP to work with Windows 10. So, purchase a license to run Windows 10.
That HP web-site does not give you an option to submit an order to HP to purchase a "System Recovery" set (usually just one USB memory-stick), that will reinstall Windows 8.
2. Check: www.ComputerSurgeons.com -- you may be able to purchase a "System Recovery" set (for Windows 😎 from them.

hey
I managed to install windows 8.1 to the hard drive with a usb drive,.
and know some times when i shutt it off and then turn it back up it gives me hard disk error with a code.
it´s wierd, becasue i am useing the laptop now and writing this.
whats the problem now?
could it bee a problem with the wire from the hard drive to the laptop it selft. ???

Any "consumer" disk-drive manufactured in the last 5 (or more) years has a SATA interface.
It's now rare for a laptop computer to use any "wires" between the motherboard and the disk-drive.
Instead, the SATA interface plugs directly into a "socket" on the motherboard.
Google-search for "download free SPECCY".
Download, install, and run SPECCY.
Select and "expand" the 'STORAGE' section, to see output like:
You get a "disk drive error" when at least one of those many(!) 'Good' indicators has been replaced by Warning or 'Bad'.
The disk-drive still works -- compare to driving your autombile with the "check engine" light showing -- but it's a sign that the disk-drive is experiencing a problem, and probably should be backed-up, and then replaced, before it totally "fails".

That is a REALLY BAD SIGN that your disk-drive (or maybe your motherboard) has some sort of INTERMITTENT problem.
Either:
* make DAILY backups of your files (perhaps by using "disk-cloning" software to make an identical copy) and continue to use your current disk-drive,
* replace the disk-drive, before it completely fails,
* ignore the problem.
Your choice.
