Use a laptop cooler and keep the CPU out of turbo mode

To mitigate the heat problem you should use a laptop cooler.

Enter the phrase 'edit power plan' in the window search box
Then select the 'Advanced' tab

To keep the CPU from overheating , consider
using %99 instead of %100. This keeps the CPU out of turbo mode.

Your system is clearly overheating. I simply suggested some remedies I don't know what causes the problem in the first place.

Your core 2 duo cpu uses 35 watts and the quadro FX chip uses 65 for a total of 100 watts just those two devices.

If the fan is running at full speed that indicates it simply cannot cool those chips.

You can use GPUZ to monitor the temperatures of the CPU and the graphics chip.  The CPU max temp is 100c and the quadro max is 82c.  For what you are doing the temperature should be nowhere near those maximum values.  30-50 for the CPU and 50-60 for the GPU.

If the cpu runs too hot you can edit the power plan to reduce its speed.

If the GPU runs too hot it will have to be throttled.

You mentioned you had new heat sink compound. If so none of this should happen.   I recommend you use GPUZ then look at the temperatures if they shoot way up there's something wrong with the cooling.
