HP sometimes offers a trade-in option, such as this example which expired on June 14th: HP Trade in | HP® Official Store.
It appears that the trade-in credit promotion (up to $400) is currently expired and not actively offered now.
HP's general trade-in or IT asset disposition services might still be available internally (especially for business or enterprise clients), but for a standard consumer like I assume you are, that option has likely gone the way of the dodo or is limited.
To be honest, you'll probably get a (much) better or more certain result using third-party trade-in / buyback services, or by selling your laptop privately (e.g. on Craigslist, eBay, local marketplaces, or trade-in programs from retailers like Best Buy).
