I have gone through your Post and would like to help

As per the Service Guide: http://h10032.www1.hp.com/ctg/Manual/c06723426 page 17, this Notebook comes with both Back lit and non Back lit Keyboard depending on the Region.

If you are unable to Turn ON the Backlit Keyboard then it probably didn't come with one but you can always upgrade it to Back lit Keyboard if you want since the Notebook supports both kind of keyboards\

I have an hp 17-by3003cy (Product number 1A1M0UA) which I believe has the same keyboard (HP part # L92775-001).
Can you please tell me where I can buy the backlit version of this keyboard?
And can you verify that my laptop supports the backlit version and provide the part number?

Yes you can upgrade the Keyboard. 

You could try checking on HP Part Surfer and HP Part Store

Else you can also check with HP Support in your region 

1) Click on this link - www.hp.com/contacthp/ 
2) Select your product type below.
3) Enter the serial of your device. 
4) Select the country from the drop-down. 
5) Select the chat or get phone number options based on your preferences. 
6) Fill the web-form and proceed further.
