1. the laptop is not connecting to a 3rd party external wireless mouse(logitech m185) - i have put a new battery in
2. how can i obtain information describing then rectangular pads on the keyboard - especially the orange one above the 'B
button

You will need to use the dongle (Nano receiver) that the mouse was in the box.
Otherwise it will not work. The mouse and the nano receiver are a frequency keyed matched set.

I take it that you understand that a new one means a new factory matched set, not a new nano receiver(dongle).
I don't understand what "some have been dumped" means.
