What power adapter are you trying to charge it with at the USB-C 3.2 Gen2 port?
It will need to provide at least 45W.

Using a no-name brand power adapter could be the problem.
The replacements power adapters are quite inexpensive.
There is always eBay as a place to source one or your local online marketplace for an OEM HP used one.
