HP 250 G8 laptop (1T4J4AV) I need to increase RAM, tell me if there is such a possibility and what memory can be used. the same question about storage: is it possible to increase the size (now 128 GB) and how to do it?

Chapter 1 of the service manual has the memory and drive upgrade information, and chapter 5 provides the procedures for removing and replacing parts.

Since your notebook has the Celeron N4020 processor, there is only one memory slot, and your notebook's M.2 slot only supports SATA M.2 SSD's, not NVMe, so you will need to purchase a M.2 SATA SSD in a storage capacity that meets your needs and budget.
You may be able to install 1 x 16 GB of memory.
You can run this command to see if that would be possible:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once command prompt is opened, type wmic memphysical get maxcapacityEx and hit enter.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.
It the report indicates 33,xxx,xxx then I think a 16 GB chip will work despite the Intel processor specs.
