my battery has bulged. so i cannot use it. I want to run withoutbattery. But i want to take precautions against sudden power surge.

If you live in a place where power surges are uncommon, it is. 

 

If you live where power surges happen quite frequently and you do not have the notebook's power adapter plugged into a power surge protector, it could be risky.

 

I am completely unfamiliar with the stability of household and office power in India.

 

In most countries in Europe and in the US, it is relatively safe to use a notebook as a desktop replacement without the battery connected.

Fuse wire?  Please enlighten me as to what you mean by that reference. Fusible links in DC circuits, such as in automobiles I know.

 

In that case, as long as your surge protection exceeds the scale and speed of the expected power surges it should be fine.  I certainly can't guarantee that. In the United States, power surge protectors offer guarantees. I don't know about those marketed in India.
