The PDF document cited gives instruction on removing the keyboard from the laptop.  It does not address removal of the frame from the keyboard.

This is a recurring issue. The keyboard is embedded in the top cover. HP only "spares" the whole top cover. The parts you see for sale as just the keyboard have been taken from the supply chain and were not intended to be sold separately. The keyboard is riveted into the top cover. Its theoretically possible to remove and you might find some youtube videos but it will involve perhaps a heat gun and the melting of plastic rivets. The few who have tried it and reported back have said they were not able to get the keyboard mounted back into the top cover quite right. It is unfortunately an expensive and difficult repair to replace the keyboard.
