I have HP DV4-2160US and had the same problem. Was my daughters PC with Windows 7. I suspect the keyboard driver was messed up, and she probably had a virus as cooling fan was running full out also. "C" and "I" keys would not produce capitals "I and "C".  I solved problems by buying an HP wired USB keyboard and ran a live version of Linuxlite booted from an 32GB SD card". I eventually installed LinuxLite 7.2 (April 25, 2025) on a new 1TB solid state drive replacing the original 320GB Hard drive. PC runs great now!
